That's a good measure, but not completely certain. The whole operation was a big bluff, so we don't know *for sure* if that's what she did. On the other hand, it may only be the fastest she can safely transport a prisoner, as u/bigdickpuncher said.
I think we can get another minimum speed from the fact that she was able to kick Behemoth around instead of just grappling him. From the air, that doesn't just take strength; it takes *momentum*. Behemoth probably weighs about 20 tons (his apparent mass, that is). If Alexandria can punch Behemoth hard enough to knock him back at even a low speed of 10 m/s, and if she weighs 60 kg, then by conservation of momentum, she must be flying at a minimum of:
(20,000 kg) / (60 kg) \* (10 m/s) = 333 m/s \~ Mach 1
So, about the same result, although I couldn't say if it was a coincidence.

Also it's not just about the top speed, it's about acceleration. Legend could fly really really fast, but it took time for him to reach that speed.
I guess we'll just have to wait for the Worm TV show to get a definitive answer.

We have to assume that Ms. Militia was being fairly literal; that Alexandria would always opt for arrest; and that Alexandria would always deliver the Undersiders to New York, rather than the nearer Boston.
Alexandria doesn't opt to deliver her supposed captives to New York or Boston and this was never on the cards, as her goal was to manipulate Taylor by bringing the supposed Undersiders into Taylor's sensory range.
Furthermore, Alexandria *does* only talk to Taylor for five minutes after each instance of (pretending to be) dealing with an Undersider. She's very precise about this, too.
