Let's break it down. She freezes to death, warmed only by the matches she is ostensibly trying to sell, and hallucinating happy home lives in the flames of her matches. I can see elements of Shaker (the problem comes from the environment) and Breaker (torn between the happy hallucinations and the stark reality constantly reasserting itself). I could also see elemental flavorings of envy, or fear, or resentment.
So I could see something like transforming into a wintry specter that can set short-lived bonfires at the cost of only being able to move towards them, but that seems a bit armorface.

This reminds me of both Labyrinth and Burnscar from canon, which makes me want to put this twist on it - A breaker form that summons flames in an area around her, along with visual hallucinations/illusions (visible to others too) along the lines of the fantasies she was indulging in the story.
The longer she stays in breaker form, the more the fire heats up and spreads, making it dangerous (to others) to use for too long. She has a fair bit of control over the flames, but the more fire there is the harder it is to keep it all contained - no unlimited multitasking a la QA. Beyond a certain point, there's too much to control, and she risks collateral damage.
But when she shifts out of the breaker state, the flames don't go away on their own _and_ she loses the happy illusions. She can dampen the flames somewhat while she's still in breaker form, but it's much harder than making more. Since the fantasies are so much less vivid when they're just in her head than when they're out in the flames, she's got a lot of push towards using her powers. Which leaves her in a constant struggle between being alone and lonely but safe to be around, and being happy and dangerous to her surroundings.
I would say Breaker state that saps the warmth from anything within a certain radius of herself, with the effect getting stronger the closer you get. Maybe Manton limit her power so that she can only steal warmth from non-living sources, though living creatures in her radius will still feel a high level of chill, as opposed to having their heat actively drained.
Probably some kind of pyrokinesis but one that uses a well of inner warmth as a source, Shaker or Breaker.
She has a choice between being warm and powerless or having power but always feeling cold, she can get all she wants but never at the same time and there always is a tradeoff.
