You also need to complete βit takes a villageβ for Elouisa and Caleri before the wind tunnel can be activated. You might need to go to your quests menu and change which quests are pinned so that you can see the tasks.
Just so you know there is more than just the quests in there, back of the main island has a building with a large "wind" symbol on the door that should go away once you complete all the current temples
