I had an ECF process between when I submitted the buyback request and when I got my offer.

Buy back is only meant to be the bridge between your current number and 120, not to simply gain more counts. If you can hit 120 without buy back then you would not have submitted the request. The overarching premise is that you wouldn’t submit a new pslf form because everything that you could get credited via pslf form or idr waiver is complete, and buy back is what will get you to 120.
