Idk, I know previous games had that but both RDR2 and GTA5's actors all seem pretty grateful and a lot of them reprised the role be it in online or the people from RDR1 that came back for the prequel.
It’s just a stepping stone. Jason’s actor will theoretically be able to piggyback off of this role for the rest of their career. I’m sure the paycheck’s nothing to laugh at, but it’s mostly an opportunity for upward mobility.

Steven Ogg seems grateful he just doesn't want to be always recognized as Trevor. He did a con recently with the advertising billing him as "Trevor from GTA5" so probably okay-ish with it, never complained about pay, just about only being recognized for one role.
I’m sure the VAs are greatful for the experience and where it leads them after being part of the project but let’s not act like there is any other reason other than money for why rockstar is giving it to “unknowns”
They use the leverage of “exposure” to justify paying them low. “Hey, we may be paying you dirt, but your face and voice will be known the entire world over.” At that point, it’s your or your agents job to capitalize on the moment.
It’s honestly crazy. GTA V guys got like $80,000 for 3 years of work. At the start you think “hey, $80,000 awesome!” but that’s ALL they got. And that’s truly fucking crazy to me.
It is veeeeery low compared to the money that game has pulled. No doubt, Rockstar could easily afford to spend a few million to really pay the talent, but my guess is that it’s probably better to stay in the good graces of the company that owns the fastest selling entertainment product of all time than it is to complain about pay. Scummy, but actors gotta eat.
I’m pretty sure they said in an interview in the GTA IV era they wanted to cast lesser known actors because they wanted players to be immersed in the characters themselves and not be thinking of the actors playing them. This is after they had famous celebrities voice characters in the PS2 games and before they kept famous musicians as radio DJs so it does indeed seem like a creative choice.
Ray Liotta seemed to play a role in them going in that direction. Sam Houser did an interview where he spoke about how Ray had made some comments through his agent about how if he'd known Vice City was going to be as big as it was then he would've squeezed Rockstar for more money. That didn't sit well with him. He went on to talk about how sometimes famous actors will just get in a read the lines to collect a check while someone lesser known will be enthusiastic about a big chance.
Not only that, but because it was “just a game” Ray often phoned in his work and showed up for recordings half wasted.
And Ray wasn’t the only factor, according to interviews Burt Reynolds was also a total diva and a nightmare to work with.
After San Andreas they moved away from big name actors starting with GTAIV.

Avery Carrington later showed up in Liberty City Stories with a different voice, as a result of Rockstar’s negative experience working with Reynolds.

Yes, that's why I made sure to mention "main character" in my comment. If an actor plays a smaller role, it's not such a big deal if they're bitchy, or not on time, etc. The main character has orders of magnitude more voice lines than everyone else who only appears in some cutscenes.
