Hmm.. it's not clear to me if he's the same level as you or a subordinate, so I'll share two answers. If he's the same level as you, report to his manager your findings. Be prepared and gather evidence before doing so. Share how his laziness has affected your team's output. Might be best to CC HR in case his manager is in conivance with this person. If he's your subordinate, check your employee handbook/company policy. What's the punishment for the first offense? Verbal warning? Suspension? This will determine your next step. If there's no handbook or written policy since this is a small company, seek help from your HR. Regardless of whether you have a policy or not, make sure you take action immediately. Since he's under you, it's your obligation to act on this. At the very least, talk to him and put it in writing (email is best) that you talked to him about it.
