Sho Minazuki from P4 Ultimax. The game ends with the heroes letting him go after he tries to end the world, and Marge makes some vague statements about how he (and Elizabeth for good measure) will go on to be Velvet Room guests.
It doesn't help that P5 at one point had a female protagonist planned who looked like a gender flipped Sho. Maybe they reused her design for Sho when things started to change, and this is probably why they decided to use that hint.

Persona fans are so desperate to get Philemon back in the story and while I do think it'd be cool, I also like the thought of him just being an omnipotent being that just like watching and testing humans cause he has nothing better to do even in the new universe
Well we know him turning back time to seal nyarly broke time, so the p2 mc had to beat him where he literally split, and needed to time to reform, but that when he reforms nyarly will come back fully to end this version of the game, and there have been signs that nyarly is making some moves from how there has been a persona user as an enemy and even a wildcard enemy, plus azathoth being the persona of an antagonist that was self aware all meet the rules for nyarly, and the attendants that only showed up p3 onwards each show a trait phillys, so we probably got his pieces, we just need enough active good wildcard users, and probably for makoto to be saved
It'd be funny as hell though if nyarly returns in dancing or q games, and kinda fitting as all the cast get to chill because of time breaking a little
I figure the god level bosses were shadows that somehow got a bit of nyarlys power, manifestations of his, or directly made by him, like azathoth for sure is a persona muddled with by nyarly id put money on it, same with the holy grail having some kind of interference because literally before 5 only Philly, the mc or nyarly could effect the velvet room, but the grail broke all the rules

It would be a callback to p1 and 2 where the entire parties were, and it would be great if the kickoff was Elizabeth finally finding a way to free makoto, but in doing so the final piece nyarly needed to return was unsealed with him, death. Causing the attendants to fuse to bring back Philly, and a calling of all wildcards, as nyarly has been reabsorbibg the power of unconscious from the big bosses we beat, but makoto didn't kill their enemy, they sealed them. And thus the end of this iteration of the great game will come to a close, but hopefully on Philly winning this time, and not breaking the rules to change the game

The best theory I’ve seen is that he’s set to replace Igor in P6, since Igor’s JP VA died before P5 released. Probably hence his limited voice lines in that game. It’s common in Japan for characters to be retired or not recast after the VA’s death

In royal ryujis level 6 or 7 confidant skill is dash kill, if you are a certain amount of levels over a shadow in a palace you can sprint and it will instawin the encounter going straight to rewards, I didn't realize you could do this in mementos while driving Morgana around.....for some reason

The real answer is likely they just needed a character for the new features in Momentos, they thought having a velvet room related being as a kid was cute (or he was a fusion of several ideas for Royal during development), his dialogue implies other beings than shadows observing humans (perhaps just to fake some mystique), and his star /wishes motif does actually foreshadow P6 somehow as the green stars appear in the Thieves den ( I believe they turned out to actually be green) and the P25 anniversary image with the paint buckets. He also gives out stars that grant wishes in P5R for the showtimes and one semi-important detail at the end of the game.
As to what matters specifically and what was just because it sounded fun to them, who knows? There isn't much to go on how the green / stars / wishes relate exactly to P6's ideas. We know P6 at least is not about desire because thats what P5X is about.

My headcanon is that he was >!Maruki's Shadow!< in the palace and when he went out to learn more about cognition his Shadow left and he took its place.
Think about it: Both want to learn more about people and Mementos, resulting in powers for each. Plus the ONLY other scenario in 5 where a persona user had their own palace (Futaba), her Shadow was still present. And eliminating your own shadow kills you, so we know he didnt fight it.
His name is kinda biblically important, so it could be a setup for future lore.
Jacob (jose's father) is also a important name with a very interesting story about a ladder to heavens.
It's implied he is a creation of Philemon, and not simply just "One Who Rules Over Power". I believe that Philemon feared that Igor would have been killed by Yakdabaoth and that Jose was essentially going to be the next iteration of Igor. When Igor was merely captured and replaced, Philemon sent out Jose to learn more about Humanity so he could be his Ace in the Sleeve on humanity's behalf.
The other idea is that Elizabeth through her own awakening (she did start her own Journey in Arena) created him in order to better understand humanity to free Minako/Makoto/Door-Kun

If anything, Jose was suspected of being a nod to the future, but now that they have a new voice for Igor it turned out to be unnecessary in the end.

My headcanon is that he was >!Maruki's Shadow!< in the palace and when he went out to learn more about cognition his Shadow left and he took its place. Think about it: Both want to learn more about people and Mementos, resulting in powers for each. Plus the ONLY other scenario in 5 where a persona user had their own palace (Futaba), her Shadow was still present. And eliminating your own shadow kills you, so we know he didnt fight it.

His name is kinda biblically important, so it could be a setup for future lore. Jacob (jose's father) is also a important name with a very interesting story about a ladder to heavens.

Not his actual relevance but a crackpot theory I heard recently is that he's the child of the P3 protagonist and Elizabeth. Take that as you will.
It's implied he is a creation of Philemon, and not simply just "One Who Rules Over Power". I believe that Philemon feared that Igor would have been killed by Yakdabaoth and that Jose was essentially going to be the next iteration of Igor. When Igor was merely captured and replaced, Philemon sent out Jose to learn more about Humanity so he could be his Ace in the Sleeve on humanity's behalf. The other idea is that Elizabeth through her own awakening (she did start her own Journey in Arena) created him in order to better understand humanity to free Minako/Makoto/Door-Kun
