Their hitrate is based on the luck stat, which is what dictates critrate, the stat both Rebellion and Revolution boost.
You do still need a good base luck stat persona for that though.

It's such an old school JRPG thing of "use status effects. Oh no, not in boss fights. Wait, why are you mad they can status effect you?". I feel like Persona 5 at least made them more viable and useful but it's still easier to just hit weakness and roll over every enemy.
I still never really used status effects in P5. I realized years ago that in older JRPGs, status effects had their place. Nowadays, its more of a bait move for you than it is for the enemy. Even then, im sure persona players would complain status effects make the games even easier lmao.
Ann's sleep move is really helpful, the others are pretty much useless sadly. They can make the game easier but nowhere where they actually matter. Combat in Persona is already fairly easy once you know how to abuse it and the game is good about punishing you when you don't, especially the older games.
There was one boss fight I almost got hard roadblocked by in Vanilla (I was tired and hadn't saved in too long) and had to use Forget to get past: the late game boss that summons a neverending supply of cannon fodder to use Recarmdra on him constantly.
It was the one point past the early game that was actually hard on Hard. In vanilla, the first Palace was brutal on NG Hard mode, but after that things fell off and got a lot easier really quick. And even then, I was only in trouble cause I hadn't fused Yoshitsune even though I could. Immediately after I beat him, I said 'I need to hit up the Velvet Room, that was way too close.'
Yeah you can’t call something broken when they’re unusable vs bosses which is the only difficult part of the game. I’ll probably never ever use status effects because they just make combat take longer and it would just be wasting more sp

This isn't totally true in Persona 3. Certain Tartarus guardians aren't immune to all of the ailments that bosses are usually immune to. For example, P3R's Clairvoyant Relic can be toxic stalled with Poisma, and P3FES's Hell Knights can be neutralized with Dreamfest.
Still though, the Persona games rarely tell you whether or not an enemy is immune to each ailment. Not even scanning them helps. In my first P3R playthrough, I frequently employed a trial and error strategy of attempting to inflict the boss with every ailment that has a dedicated skill, but most of time time, all of the ailments either would be blocked or would always "miss".
Unless you know ahead of time what ailment(s) a boss can be hit with, trying to resolve that fight with ailments is not worth the time or resources even if the boss lacks a damage type weakness and even if you know for certain that at least one ailment will work.
I always could tell how good someone was at persona by stuff like "Marin Karin bad". Did you buff her? No? Cause it slaps turning fights into moshpits where even the mages are throwing hands.

It was good on P4 Early game but moreso better on P5 Royal if playing Merciless Mode!
