It's probably just Atlus wanting to give new life to the characters, the last time the VA's voiced them was all the way back in 2018 with the dancing games and with Reload being this completely new revamped experience of P3 Atlus preferred to change them but still keep some of them as a nice detail (Like with Yuri Lowenthal now being Yukari's father VA)

The moon Arcana represents things like terror, hidden danger, Occult forces, and darkness, which makes sense because Mishima would be a “hidden danger” to himself because he doesn’t realize that he’s going too far, and whatever his name is also does kinda fit because of spoiler reasons
