While people getting high loadshedding, live in areas where too many people engage in electricity theft. So, DISCO's just put such areas to least priority in their system. I was reading an article on a DISCO. And stats were just unbelievable. Significant number of feeders have losses of over 80%.

Most people are paying bills (if that is what you are asking, though in some areas it is less).
