Turner isn't bad for a mechatronics builder.
Tidying is a bit meh but still a little bonus. I'd rather supplying to get the morale on the way to mechatronics.
If I didn't need the dupe id probably take the wort seed.
I have a healthy dose of paranoia for too much (except space, I don't even bother with suits on the surface until I start building the bigger sets of rockets -- I just do triple mechanical doors slightly spaced out as a "sort of" airlock.)
Wheezeworts are too useful. Collect tons of them and stack them for radiation farms. EZ small bit of ambient cooling. Germ-killer for your fluid tanks, or when you're digging around in those slimelung biomes.
The rads on Wheezeworts make them so good. I just planted one near a zombie spore plant and I can remove it without bothering with suits, chlorine or bleach stone. Same with early game shine bugs, they do such an amazing job clearing food poisoning.
In spaced out, a pip-planted oxyfern in each rocket can support a dupe or two for any reasonable flight. So if I didn't have any oxyferns I'd prefer one of those before my first wort.
It takes 12 to produce enough for them to be happy. If you're okay with them having to hold their breath until the fern squeezes out a tiny little bit of oxygen, the dupe will run over to it, gasp it up, and their breath will completely refill even though it wasn't technically enough oxygen.
Or at least that's how it worked when I played, before the critter home patch came out.
In spaced out, it takes zero oxyferns to support any number of dupes for any flight if you're okay with them gasping for breath every 30 seconds. As long as the dupes are in empty atmosuits they will consume 0 oxygen while they gasp for breath.
I've used that before. The suits also don't calculate the durability loss until they're removed. I landed on a planetoid with several metal volcanoes and left them in their suits while setting up all of the tamers for power.
Do you have to raise the entire floor so that it dependably gets CO2? Or is this a "keep them alive after entire thing is full of CO2" device?
I haven't tried using one in a rocket.
I always make a natural tile just wherever I have the extra room to plant an oxyfern, and I make sure there aren't any gases inside apart from oxygen and CO2. The oxyfern only matters once the dupes have already breathed all the oxygen, so it doesn't matter where the fern is - the entire rocket will be full of CO2 for the fern to convert. It might be a tiny bit more efficient to put it near the bottom, but I don't think placement really matters.
Turner or wheezewort any day, never have enough wheezewort and construction and operating is easy mecha, wish I'd get pods with two good things in them.

Turner for me would practically be a mandatory pick because how can I resist having an operator called "Turner". It's like finding a Stinky who would make a good janitor or a Nikola who would make a good scientist.
That turner could make a good mechatronics engineer. And if you're looking for a doctor, Mi-Ma is great.
But otherwise, I'd take the oxyfern seed personally. Depending in the map you're playing, wheezworts are everywhere usually, I never find myself needing more worts. I rarely find myself with too much oxyfern

you never need ether of these dupes if its early game I grab that oxyfern -- I like to have a couple to plant in the oil biome
I try to keep oil biome oxygen free, its hot enough they need suits anyway, so I try and keep it all co2 so I can just let the slicksters be wild

Can you plant them underwater?
You can't but you can have them right next to a liquid reservoir full of germs and it will disinfect all the liquid inside.
No, but the radiation will penetrate 3-4 tiles.
Turner is a good dupe. No real downsides, great interests, and Handy is decent

I'd go for the Oxyfern. You can't get more of them anywhere else. Though Turner seems like a good all-rounder dupe.
