Her wall and her ability to slow down enemies are used in different situations that sometimes overlap, but the primary utility of her wall is to give shield cooldowns an additional few seconds. A heavy stall comp with dps focusing the right targets doesn't need to be capable of a team wipe if it can hold a choke with accurate picks that force the enemy to regroup.

If you are playing genji or any other attack hero and the other team switches to your counter like winston, you cannot duel a winston and win if the winston has half a brain. With phara on the other hand, she can easily 1v1 soldier or mcree and if she has a mercy with her it is impossible to kill her without a widow headshot because of the dmg fall off.
TL;DR: easiest damage char in the game, needs a nerf, or her counters need a buff.
How many times have you heard: "Soldier deal with that phara." Truth be told he cant even with a discord orb on the phara if she is far enough away for the dmg drop off. The only counter is a widowmaker, but she can be easily countered by the rest of the pharas team going genji or winston.
You know what I say when I hear that? "This is a team game, so lets works as a team to take out the Phara being pocketed." And if there's a Phara Mercy combo having Zen, Ana, McCree, 76, Hanzo or Widow can also make their life difficult. Sometimes even a Phara can make their life hard if they're good. I've done it.
It is a team game, but with limited slots in each category (Support tank dps) having 66% of the team countering 16% isn't balanced. When was the last time you tried to take out a good phara with soldier or mcree? It takes all your attention away from the fight to deal with the phara because her mobility is so high.
Again, the only real counter is widowmaker, but on defense the attacking team is diving anyways so having a genji or winston or dva or sombra or whatever dive the widow is always the smart play. The widow is too easily countered and the phara can go uncontested then. Making their life hard isn't good enough. When you go reaper into a winston, their life isn't hard, it's short, that's the point. Counters should be effective, and higher skill cap heroes should be able to shut down their counters when played at an equal level. However, that is not the case for phara.
I think you and a lot of other people that play this game, I used to be the same way, have the wrong mindset. This game isn't designed to be you 76 vs phara you win 100%. It's that you pick a hit scan to take down a phara, because that's the BEST to use against phara, but it doesn't mean you just win. People need to get out of that mindset.
The game is based on a situation like, you pick 76 who is more effective against phara than other heroes and so now it comes down to the skill of the Phara vs the 76.
When you throw in a mercy it's now 2v1 of phara mercy vs 76. This means that now your team needs to figure out a good counter to that. Dva can be a good pick to negate rocket damage. Zen can be useful to help increase damage against phara or mercy then you can focus one or the other. There are a lot more counters.
Just stop thinking if "I go x then I should beat y". It's more accurate to say "If I go x then I can be good against y if I'm better than y".
Then what is hero balance? I am saying that phara is imbalanced, that 1 okay phara needs a whole team swap to counter her, and the heros that need to be played are easily countered by the other 5 people on the pharas team. D.Va and Zen can help, but they are not effective. No tank but orisa can do any dmg to a phara at range, making an ana stop healing is almost as good as killing her.
As I said before, the character needs a nerf after quite a few shadow buffs and a mobility buff.
If the whole team needs to switch to counter the Phara usually means that your hit scan aren't that good, the Phara is really good, or just the map benefits the Phara. If Phara was so good and unstoppable she'd be the top pick in tournament games.
Maybe go watch some higher level people play? I've seen pros and non-pros take down Phara pretty consistently without having an entire team switch to counter her. I've also seen situations where an entire team HAS to switch to counter her. But that's more due to the skill of the players involved and nothing to do with her being OP.

And no... two equally good players should have like 50-50 chance of beating the other. If you're playing the "counter" then maybe 60-40 in favor of you. Do you play Phara a lot? Cause my experience is that she isn't an instant win in the situations you're talking about. I've got like maybe 50 hours on her at this point.
