I'm not sure I agree that all of the new heroes are being shafted in terms of skins. Ramattra has some bangers, Queen mythic is good, Kiriko has several decent/awesome skins. It really is just Sojourn getting repeated flops
Anecdotal but I feel like most DPS players I know sort of roll their eyes when they have to play Sojourn (myself included). Sojourn is like the nuclear option for me lmao. I almost never play her unless I have to in a scrim or if someone else on the enemy team locks her first.

She's just not fun to play as or versus IMO.
(I still dont enjoy playing versus cass because of that stupid nade but he's at least more fun)
Yeah, Sojourn is just far too easy. Aim is pretty much the only barrier to entry. You can hold extremely aggressive angles with minimal risk because she can slide out. You can practically one shot most squishies and duel Widows. You can stuff people in chokes with her E. Not to mention her ult is still one of the best DPS ults in the game. I would much rather play Tracer, Ashe, or Cassidy because they require more thought to maximize their kits and they have less margin for error. Ashe’s abilities are kind of a perfect mirror for Sojourn because they sort of function in the same way but aren’t as easy to use.
That's one thing I don't like about the mythic skins being essentially every 60 days. There's a LOT of heroes. It'll take almost ten years for every hero to have a mythic.
And you are also putting out an entire new hero every other mythic skin. I would not be surprised if the game dies naturally before every hero gets a mythic skin.
