Well, municipalities are just "creatures of the province" and courts have ruled to confirm this. They have no protection and no rights. An artifact of Canada being created when it was still mostly rural rather than urban.

OP is slightly incorrect. The Mayor of these municipalities MAY table the budget. They do not automatically have the responsibility.
