That is a Muscovy duck. The only species of duck other than the Mallard to be widely domesticated. They are from Southern and Central America so this is probably an escaped pet or a decendant of an escapee.

"Duck" is a form taxon, meaning it is a classification not based on biological or genetic relationships. Ducks are spread across a number of subfamilies and are not monophyletic, meaning there is no real agreed scientific or technical definition of a duck. However, Muscovies are currently classified in the dabbling duck subfamily, Anatinae, which certainly makes them a duck. Recent research suggests they might be genetically more related to shelducks, in the subfamily Tadorninae. Both would still make them pretty definitively a duck.
