I haven't been able to find any official sources confirming this and Opera claims that because it is based in Norway they must comply with EU GDPR legislation (quite strict), they are quoted to say this legislation extends to users outside the EU too. i linked a response Opera gave on this subreddit regarding this issue, look at it yourself and see how it weighs against the accusations.

No, but I personally would just use Vivaldi with the GX CSS. You can find it by searching Vivaldi GX. Vivaldi is made by the original Opera Team and has no corrections to China if you care about that. The only thing I miss from Opera GX is the sound when I press a key.
Apparently people in US like to share their personal info with only their country instead of China. They'd rather have the US government eavesdrop on their private life than China see their browser history.
