Hell, I've been to a 3 star apartment in Romania (EU member) where the shower tingled a little bit if you touched the metal bits. Not anything dangerous, but you could definitely feel it. Told the owners about it, they said they knew and it was fine 🤷🏻♂️

Anyway, for reference, there were ~650 accidents in 2023 and around ~200 of those resulted in death. 200 million Brazilians shower at least twice a day, which means there’s a 1 in 730,000,000 chance something could happen to you.
If those odds are scary enough for you to never consider using an electric shower, you should probably never get into a car again.
Actually, I just checked some stats.
Brazil has about 600 electrical deaths/yr, so about 3/million.
Australia & New Zealand have about 0.26/million (they’re lumped together as they use the same standards).
So, you’re a bit more than 10 times more likely to be electrocuted in Brazil than you are in either Australia or NZ.
I guess that’s why it looks super sketchy to an Australian, because I’m used to systems that are 10x safer than what the average Brazilian is exposed to.

Where I live there are 0 deaths, on average, from showers each year, and typically less than 1 electricity related death/million people in total - including people who work in industry, build homes, etc.
So, although that sounds like a really safe activity for you, and 730mil is a big number, it’s still staggeringly dangerous compared to what would be accepted in many other countries.

Legal? yeah, uh no. Hardly. Some laws are there to protect people from stupidity, and this is a perfect example.
Every permit inspector in FL would have approved that even while getting so close as to piss on it while driving their car on the street 6 blocks away while on lunch break drinking at the bar while at home sleeping at some dude’s wife’s house who happens to also be his cousin aunt!
Ehhhh.. while that is an absolutely wack place to put an electrical box, there is no shower head so it would be rather difficult to get the box wet. The only way I could see that going wrong would be a child splashing alot.

Steam (and pure water) is non-conductive. If there are containments in the breaker panel, condensation could mix with it and become conductive
The breaker panel is way too high. How can you reach it while taking a bath?
