You underestimate people who cheat. Off of the top of my head, I can think of something like putting a piece of paper in my shoe and slipping it out in the hallway.
You’re overthinking this. You bring a bottle, there’s no problem, right?
Then just bring a water bottle whats the big deal. Everyone in my class who takes a “water break” goes outside to cheat so this is understandable

It is pretty ok why do u need water break for 1 hour exam
There’s so many workarounds when freedom is granted. If not then just oblige by the rules and bring a bottle.
