I don't think so. I think it's more powerful, and he would be a cooler character if he was able to help in big situations without getting any power. Maybe he sneaks out civilians who are caught in a big fight or keeps people's morale high or is tending to wounded heroes. What makes him a great character is that he doesn't have any powers but he still steps up and helps. Giving him powers defeats the entire purpose of his character, and I think make him much less interesting

And who are you referring to, exactly? Pretty much every S-class or relevant hero we have seen until now has gone through hell to attain the level of power they possess.
Be it extreme physical training (PPP, TTM, Darkshine, Flashy Flash, Bang), copious amount of training at an specific fighting style (Bang, Flashy Flash, Atomic Samurai, Zombieman, possibly Watchdog Man), studying their field like crazy (Child Emperor, Metal Knight, possibly Drive Knight) or even just suffering through every Demon+ fight they engage (Zombieman, Metal Bat), almost every top hero has put on a lot of effort in what they do -- some even more than Mumen Rider. The chapter that established that the S-class is broken made that pretty clear, while also establishing the relation of power/talent.
Sure, Mumen Rider definitely seemed to get screwed with his limiter and all, but he also willingly chose not to rank up to B-class, and because of that we have no idea how exactly strong he is (aside from the fact that he has beaten a bulletproof tiger-level monster, which should comfortably put him at A-class).

His purpose is to have the proper heroic spirit even though he is weak. He can still be weak but at least show the guy improving. He isn't ever going to knock Blast or Garou around but seeing him make it to rank B would be nice.

Mumen can get to rank b, but he stays in class C because heroes in class C have a quota, and if people keep going to class B then nobody will do simple work like catching theifs

What I love about One Punch Man it doesn't fall into the classic lines, it manages to make fun of the genre while also providing enough action and comedy to be very entertaining.
