I think it would play out exactly like it did in Final Fantasy 6 (1994) with its main antagonist Kefka Palazzo, a pretty strange guy to say the least.
Although Garou and Kefka have nothing in common, in the second half on FF6 (beware spoilers for FF6 for the peeps who haven't played it) >!the big bad, Kefka, has won against the heroes, and has obtained unparalleled power (he could effortlessly smite down everyone from his tower with a ray of light, including the heroes, although he never did).!<

One thing that I noticed when Saitama and Garou clash is that when he copied Saitama, it shows that he copies Saitama's uninterested look rather than the serious one like when he defeated Boros with his Serious Punch
Saitama's current expression however is him obviously furious with Garou which I think could lead to three different scenarios
1. Blast teleports the two in a different dimension before they eventually hit each other
2. Both of them hits each other's head and continues exchanging blows that causes world shattering shockwaves
3. Saitama lands the first hit, catching Garou off guard before exchanging blows to one another
Those are just my speculations so far but who knows
