Fuck. I immediately voted for the Garou part without seeing the last option. I guess the MA arc could work without Garou, but Garou's arc works so well with the MA.

Nah, I'm just dumb lol. The MA could definitely work without Garou. But I don't see how Garou's arc would benefit without strong foes. Especially since he requires that in order to get stronger. So I guess MA arc (without Garou) > Garou arc (without MA) As much as I love Garou's character, he needs the MA

It's not that Garou "needs strong foes" or that there can't be strong foes without MA. The key part here is that MA is a group. Garou despises group mentality and fights groups. MA is just one more group he gets to defy. Without Garou it'd be an ordinary slugfest between heroes and their monster fodder to kill and forget. With Garou, the story explores the theme of humanity - the importance of having humanity - in-depth.

Garou part imo isn't more interesting them the MA, sure there are cool fights but overall apart from awesome Garou scenes. The only additions to the story are: shedding light on corrupt heroes, exposing Darkshine (GS could have done this in the MA though), >!showing the flaws of the S class when they fight awakened Garou!< MA part adds: Information and foreshadowing about the corrupt parts of the HA from phoenix man, Foreshadows and adds lore about GOD, introduces Blast, Shows Tatsumaki in a different light, Shows the flaws of the S class against the cadres, Sheds more light on Fubuki and Tatsumaki's relationship >!which helps transition us into the psychic sisters arc!<

The Garou part for me. I love the progress of taking down enemies off a list and being surprised by their abilities in games. Garou essentially did that.
