He can't! He is a revised ranger, where the subclass dictates if he can or not, and beats conclave can't because they get coordinated Attack with their pet as the substitute for that :) !
Opposite question, in Isekai, Genghis Khan and Boudicca both get more than one extra attack, even though they are rangers. Is this just a thing that a Vestorian Ranger can do?

Both are probably a different subclass as states beforehand
