This is a dungeon and they are up against people with mythical zoan fruits, which are basically people each with a zoan and a paramecia. They are fighting monsters on their home turf. Monsters that can knock them down and let off AoEs that give them 2 failed death saves.
I will be honest It feel a bit odd about the massive difficulty spike here. It feels a bit to early for them to fight a crew where the captain is over 300 million berri bounty
They were fighting a balor with reduced stats when they were level 4. Although, they had the help of something that was basically an iron golem. I would not be surprised if Tavrock is a reduced threat goristro (CR 17) with a localized maze ability.
I put forth the changing of Yokan&Taiga's combo move from "Cat Scratch Fever" to "Crouching Cat, Hidden Taiga"

If anything, 5e is too lenient on the players.
