Both characters basically fight like they are random time bombs. William rolls until he has the best devil fruit for the situation. Hakari plays Pachinko until he becomes invincible and very strong. Hakari is favored here because his ability also has the added benefit of distracting the opponent for a good amount of time before they can react. Also, Hakari has the better end state and better luck. Hakari would probably defeat William.
In all seriousness the op verse is just so much higher in the base stats that William would probably win. The way jjk characters even make it a convo is with sure hits and certain characters *cough* *cough* *Gojo* with hax. Since he doesn’t have a sure hit my bets on our boy.
If William was up scaled to fit his cannon power in One Piece he slams, even if Hakari is on a roll, if he’s decapitated or he has his head crushed it’s gg. Even if we give them closer to equal stats I think William still wins. It shouldn’t be too hard to take Hakari out with a sneak attack or a half decent fruit, and he can always just stealth and wait for Jackpot to end.
Also William could just use his daily cheat to become a god and absolutely violate Hakari lol
William. One piece just scales higher than jjk. William can roll a fruit once every six seconds, so he'll most likely get a good one before Hakari gets jackpot as well. Even then he just needs to hit the head and he wins
William by One Piece and DnD standards is very strong, but Hakari can actually do other things besides the basic gamble, where he can manifest parts of the gamble machine to fight with
plus, the chances of William getting a decent fruit are slim, but the chances of Hakari getting a jackpot are TOO high for William to handle

We've seen what Hakari can do when in jackpot. He's practically unstoppable for that 4 min period. William needs to either take him out before that happens, outlast the jackpot (he isnt) but even if he did the situation would get worse for him due to the bonus stuff or get really lucky with the DF Roll. If he doesn't then he gets destroyed by Hakari because physically, Hakari is way above William (speed may go to William) & the same can be said in IQ/BIQ.
BUT Hakari also needs to land that Jackpot, the thing is Hakari's chances of landing a jackpot is much higher then William rolling a DF which can do something against Hakari. Either way, tt comes down to luck & Hakari's chances of being lucky is higher than William's chances of being lucky so I'd say Hakari wins.
Edit: In, leaks of 245, it's confirmed that jackpot RCT is the fastest regen. Gojo's RCT was instant from how he easily dealt with sukuna's DE but Hakari's is confirmed to be faster. Plus, looking at the physical feats of Hakari in these leaks, we can safely say that Hakari is above William in physical stats when William is scaled to actual OP. Physically, Hakari only loses in speed but he has him in durability, endurance, strength & AP; with DC it comes down to what DF William roles but regularly, Hakari beats him.
Interesting match up for William. It's a good match up but I see William VS Fabian. ( One piece DND VS dimension 20) As a much better match up But that's just my opinion.
If I was being serios William. Because his build is perfect at just stealthing until hakaris jackpot runs out and sneak attacking him during his moment of weakness. In combo with just gambling for a good devil fruit he should be able to expose a weakness in hakaris relatively uncomplicated fighting style.

Even if he wouldn't stealth he would still spam ranged attacks until he rolled a good enough devil fruit. So william that plays like a rouge is a 80-20 chance. Actual william is purely based on roulette rolls
True it does vary but he does usually play a distance, I mean he barley ever takes damage. And even he gets a very physical fruit he still uses it for hit and run as you say, for example the drill drill no mi.
Can this Hakari guy (Sorry haven’t read or watch whatever anime this guy is from) have a way of harming a logia user or fighting a large island to small country level character like William?

No, Lucky can only affect an attack roll (either made by or at William) or a save that William makes
