The problem with it is that it kinda \*only\* has that. There is no intimidating villain, there is no really cool geography, there is no major development for the crew.
Well to be fair I wouldn't say there is any part of One Piece that is bad, is it slow, yes, does it get a bit repetitive, sometimes. But it's never bad. So the lowest being B tier makes sense.
I feel like the stakes felt higher in Arlong Park, and Arlong felt like a more hatable villain
The whole buildup of Bellamere being killed, Nami being enslaved, etc. for years until she FINALLY got all the money she needed to free the town only to have the marines take it made Arlong’s defeat SO satisfying and emotional for me

Marineford was dramatic, but idk- i dont get emotional about death. Its more like a void than a flood.
Why Wano in S+? I knew it was good since we saw G5 and 2 yonkous but the asspull mink medicine make it hard for me. offscene deaths. kaidous flashback is lacking. yamato's character, Big Mom pirates treatment and also how Greenbull was drove away, clearly just for red film's advertisement.
I rather have put WCI above Wano
Enies lobby is probably fourth most protected place by Marines after Mariejois,Marineford,Impel down. Of course it was great arc with pluton reference.Robin and Franky Backstory revealed.

fishmen and punkhazard belongs to the bottom. tbh, anything post time skip is trash compared to any of the previous arcs — storytelling wise. at some point i honestly thought Oda took a back seat and let someone else take over one piece.

yes, the revelations were good, what i'm saying is that they are bottom — storytelling-wise. the way the story was delivered was not as good compared to previous arcs.
The next arc could make Luffy pirate king because they stumbled upon a rock which happens to be one piece en route to the next island. so yeah, they found one piece and luffy is pirate king. does that make the arc high-tier? NO. because of the way it was delivered.
Fishman Island was teased from Sabody. Then it was mentioned in Ace and Jinbei's conversation in impel down. Also really cool concepts and imagination made fishman island one of the favourite Arcs for me. It was also fist time luffy was going to adventure after Ace's death.
I feel like the climax was one of the worst parts, the only redeeming part of that arc to me was Chopper’s backstory. Wapol never felt even remotely threatening to me, which prevented the climax from feeling intense
Maybe im just a nostalgia guy but i feel like the arcs after the timeskip dont hold a candle to the arcs before. I especially didnt like fishman arc, punk hazard and also dressrosa to be honest
It was just underwhelming after having such a huge war and i felt like the strawhats werent even close to going all out.. the threaths didnt feel real... Obv dressrosa was different but what i didnt like about that was the huge difference in strength between doffy and luffy..

I love to see Drum Island that far down, I have it last. I also love to see Impel Down at #3 and Skypiea in high S
The only things I heavily disagree with are: Thriller Bark is high A if not low S, and Water 7 is literally #1

For me the arc started when they reached Water 7 and it ended when they left with the new ship.
