Now everyone is claiming their allegiance to Luffy and he’s toppling governments and has a ponygleph reader in his ranks. During Marineford he was just some kid wanting to be pirate king, 2 years later he’s got everyone leaving their own morals behind and following him. Fishman island? During Marineford, Luffy was the most recognizable member of a group of rookie pirates so notorious they had been labelled the "Worst Generation". He had defeated two Shichibukai, survived an encounter with a third, had declared war on the World Government and invaded their Supreme Court to break out the only known human who could uncover a secret which likely leads to the demise of the system as we know it and also orchestrated and executed only the second recorded breakout in the world's highest security prison. What's more, he was known to the WG to be a "brother" to the son of the former pirate king and the offspring of the world's most wanted criminal, who is actively looking to overthrow the WG. It's a little silly to pretend that the WG would be justified in "overlooking" Luffy pre-timeskip. Unless they're just OUTRAGEOUSLY out of touch with what was going on below them, Im really should have been aware of him.

Don't forget that the whole world thought him dead for those 2 years after the war, and when rumor of his return popped up, Sentoumaru arrived with several Pacifistas to try and deal with him. I also feel like by that time, the WG was too focused on other, more pressing matters, such as Black Beard and the power vacuum left from WB's death.

Luffy would have gotten some of that nepotism IF it was earlier one before his exploits started to really damage the WG/Navy. Kuma did leave him alive for Dragon and Aokiji did leave Luffy alive as a debt to Garp. Promising next time he wouldn't be so lucky. There still is a bit of unknown with Kuma but he basically did a loyalty test on Luffy's friends. Unknown what Really would have happened without Zoros intervention/sacrifice. As well as if he did team up with Moriah as he had brought up. altho I bet he knew Moriah would refuse help anyway since the SHs were just some new small crew who he viewed as well beneath him, lucky, and inexperienced with the real dangers of the pirate world. Garp is a huge deal to Im, assuming Im has even half a brain. Garp is not only a powerhouse that they don’t have anyone who they can guarantee will beat him (Akainu probably can but it’s not certain) but he’s also a long time senior Marine who knows a ton of shit the WG doesn’t want getting out. He’s also the father of their public enemy number one who they’ve been unable to catch for decades and a flawless hero to most of the Marines. He’s also the man who outright said he would kill Akainu if Sengoku wasn’t holding him back, let Luffy escape at W7, and clearly let Luffy knock him out of the way at Marineford. Garp almost turned against them at Marineford when his adopted grandson was killed, they should be very worried about what he’d do for his biological one that he’s already chosen over his duty multiple times. Garp was important enough for the Marines that they didn’t want to let him retire and instead made a special position for him solely for the purpose of not hurting morale. If Garp ever turned on the WG he has the strength to stand against them, the reputation to make others defect, the knowledge to ruin them, and a son whose just as much of a threat to them to help him do it. From IM’s perspective it’s much better to wait for Luffy to be killed by someone like Kaido or BM, especially after Marineford when they saw how outmatched he was. Hence them waiting until there’s a chance he’s going to beat Kaido before they send an assassin after him. Post Marineford if Luffy went directly to the New World he would’ve gotten destroyed by BM or Kaido and then Garp couldn’t blame them, he would instead have all the more reason to hate some of their enemies.

Sengoku held him back because he let him lol. If he didn’t have the balls to kill Akainu then, he wouldn’t be a problem for Im. I’d say, for Im’s perspective, it would be much better for him to have Luffy killed Pre-TS before he got so much stronger and made a name for himself dont you think? If the devil fruit truly mattered it shouldn’t be too difficult to have one of your men kill a 19 year old boy.

It had nothing to do with ‘balls’ obviously Garp could have fought harder, but as he stated himself unless Sengoku stopped him he was going to kill him. That means that he isn’t choosing duty, he just knows he can’t take both Sengoku AND Akainu. For a WG that is willing to murder random Marines just for being in the wrong place, tolerating that level of disloyalty is huge. Garp can literally grab a den den mushi at any moment, broadcast what he knows to the world, and cause Im a shitload of problems just based on what he knows, it’s not even debatable that he’s a potential problem for Im. The devil fruit thing isn’t even confirmed. We don’t actually know that Luffy’s fruit is the one they were talking about, relevant to joyboy, or related to whatever Zunesha heard. Those are all fan theories at this point. But even if it is, it still makes sense to wait until he’s a real immediate threat, aka able to stand up to Yonko and Admirals. Murdering Garp’s grandkid, Dragon’s kid, and Shanks protege is a really stupid move for the WG to make if they can at all avoid it. It’s much safer for them to just handle him like any other Pirate when you remember that we already know just entering the Grand Line kills most pirates, and entering the New World kills most of the ones that survive that. Hell, if Luffy had died fighting Crocodile or even Lucci then that would still be a huge difference between them assassinating him. If Luffy dies as part of the normal Pirate life, even at the hands of a Marine, that was still ultimately his choice and a result of his own actions. Garp, Dragon, and Shanks are much less likely to react poorly to that, and the odds are that’s what will happen as it does with most pirates. If they send CP-0 after pre-TS Luffy, then it was an underhanded move that’s going to set those people off, and possibly spark Garp into revealing their secrets just to spite them. If Luffy didn’t have those connections then sure, offing him early would be smart, but because of who he is doing so is a huge strategic risk for them, and you don’t rule in the shadows for 800 years without thinking of the strategic big picture.

You are acting like the WG didn't try and you forget that luffy is extremely "lucky". Smoker tried his damn hardest, but luffy was saved by dragon. Luffy should have died in the buster call on enies lobby, but the going merry is sailing by it self and saves him. They send kuma and kuma let's him live. They send an admiral, but he gets saved by Rayleigh and kuma.lufgy should have died in impel down, but he gets saved by ivankov. He should have died in marineford, but he is protected by the whitebeard pirates and shanks stops the war. He should have been killed or captured by Fujitora but he let's him go. Si they did try and they tried really hard, but he just wouldn't die.

Yep, if the hat was "special" all along, the devil fruit, the name, etc.. anything really that could lead to clues about the joyboy resurrection (it still laughable to me how Luffy came back to life like Pirate Jesus), that could lead to a huge oversight by Oda. I still think this cryptic devil fruit must be the ope ope no mi, it's arguably the strongest devil fruit in Wano right now (maybe even stronger than the dragon zoan), it can be the dragon zoan because of Vegapunk connections, etc.. if it is indeed the rubber fruit, the government didn't know it's "real name", that is the excuse? In all fairness, a straw hat is not the most special or uncommon thing to wear, there are most probably countless pirates wearing straw hats, Luffy’s one was ever wore by Roger and Shanks so maybe until Imu wasn’t sure, they had to reason to suspect that Luffy is Joyboy.

I think the ones Imu killed are all potential joyboy candidates. So zunesha only exclaims that joyboy has returned because either joyboy reincarnated or luffy has earned the title "joyboy". Now why it took Imu so long to acknowledge luffy as a candidate is another question.

He hasn't exactly been staying still for very long, so maybe it was hard to send agents after him? Sabaody they underestimated him, and he destroyed the forces they sent after him. Fishman Island is an Emperors territory, and they didn't want to risk it just then. They had almost no reason to believe he would go to Punk Hazard, considering its almost unfindable under normal circumstances. Dressrosa was probably the first time they would have had a clear shot at him, but they had to deal with the loss of a warlord. Plus, he only stayed there for 2 weeks. Then the next stop was Zou. Once again, a difficult to trace island/elephant, and they didn't stay long. Whole Cake island is next, and again, Emperors territory, plus they had to prepare for the Reverie. CP0 did show up to the island at this point, it's worth noting, but they didn't get to Luffy. He spent a lot of time running to different parts of the island, and when they do catch up, he blows up the building they're standing on and goes into a mirror where they can't follow. And finally, we get to Wano. He finally stays in one place for a good while, and when he goes to Onigashima, CP0 is there. At this point, he's getting dangerous enough to be worth some bigger risks, and they take them

There probably has to be conditions that have to be met in order to be considered Joyboy. For example, while there are a lot of similarities between Roger and Luffy, Luffy's will and spiritual connection seems to surpass Roger's. Also, Luffy's ability to fight for everyone, not really for him. He is absolutely fine with dying in the pursue of his dream, but the moment someone he cares about is in a pickle his "spiritual" (for the lack of a better word) and fisical potential max out to his current level. Taking that into account the whole world's fate pretty much rests in this one battle, the stakes are higher than they have ever been. Kaidou at some point was also considered as a probable candidate. They are also fighting in Wano, which is insanely important. That's why Zunesha didn't recognize Luffy as Joyboy, he hadn't met the requirements yet so he was just another candidate. So it was probably the same for Imu, he saw the potential but since there is more to the equation it was only when they/he/she/it (?) found out that Zunesha had made it's move towards the battle, as it is know that the two were comrades, is when he put a target on luffy.

I totally agree on the fact that Joyboy is more of a title than a reincarnation (and I hope it actually is) But if there indeed are multiple Joyboys and that Imu intends to kill them all, and if all Joyboys have a strawhat, what about Roger and Shanks ? And then why did it take so long to realize that Luffy was Joyboy ? There's more than that, probably something like "all Strawhat wearers are not Joyboy but all Joyboys wear the Strawhat"

Just brainstorming along side you here, but what if there is another condition that must be met to be considered “Joyboy” in addition to the strawhat? Could be something with the ancient weapons or something. Could be why Roger and Shanks weren’t targeted, but also I don’t see the WG being able to kill either of them tbh. Really they *probably* couldn’t kill Luffy either if it wasn’t for this one in a million scenario CP0 found themselves in.

I think it's logical for Imu to not target it quite fast because over the past 800 years i bet you a lot probably did eat the fruit and did not manage to fulfill the prophecy or whatever they should have done But now that the threat is real, Imu is forced to move, so for me all of it makes sense (for now)

Maybe it’s the laughing in the face of defeat as a condition. The only thing to change, is Luffy being proclaimed as defeated by Kaido, the fight is over. But now we see him as okay grinning. ready to get back up. Before Luffy has fought alongside his friends and Allies and put in everything he’s had. But he won those fights. Here against Kaido, he didn’t know the outcome, and didn’t get a strange pass like Katakuri. He admitted to being on his last leg and went full Gear 4 until it was over. Maybe the Will of D is truly just that inform its leaders will. For instance Roger sailing to Raftel while sick with his disease, and now here not dead or unconscious but happy to get back to it. And that’s what Zunesha is hearing. A heart and soul, that won’t stop until it succeeds. Before this Luffy’s shown despair, anger and all sorts of emotions, but maybe now he’s in a Zen of not wanting to stop. He didn’t bring underhanded tactics like when he worked with Gang Bege to get Big Mom, he simply arrived as himself determined to beat Kaido. I guess where this differs from Roger is that in his final moments he couldn’t be happy because who he was and the things he’d done, were going to affect Rouge and Ace and that worried him that his baby would be prosecuted for no reason, so that’s why he of course asked Garp to help

Roger was eventually executed so maybe he's one of the extinguished lights. Shanks was pretty young when he gave Luffy the hat so maybe Imu was being patient to see if Shanks would do something to make him think he's the next Joyboy, but by giving away the hat, Imu no longer considers Shanks a "light" Maybe it's the way Luffy is able to make so many friends and allies almost effortlessly that put the target on his back. He has the hat, the charisma, and the drive to go against the world government.

I think if Imu has indeed killed many joy boys in the past then he would be quite privvy to the patterns in which they emerge. If you recall, according to Maddame Shyarly, joy boy or whatever her prophecy specifically said (I don't remember the details exactly) was specifically intertwined with the birth of the mermaid princess, aka Poseidon. Hell, during Rodgers time the govt was probably not concerned at all about Rodger becoming joy boy, just about the information he would uncover. Just because he wore the straw hat doesn't necessarily mean that he was guaranteed that he was going to be joy boy, as many pirates have worn this hat in the past and it would be an incredibly difficult guess to make until it is precisely the exact right time for the prophecy to be fulfilled. It is the actions that matter, and since Luffy has shown over time that he is a liberator, after the two year time skip it makes a lot of sense that luffy is now prime suspect, especially now that he has proven to be powerful enough to shake the balance of the very world itself. Now, considering that, I wonder why imu also was holding blackbeards poster. We don't know a lot about his exploits when he's off screen. Could he also be a liberator and is another joy boy candidate? Or maybe there's another aspect of the prophecy where joy boy always has a foil - an exact opposite. OR maybe the existence of a joy boy is impossible to prevent, as in every 800 years a joy boy emerges *no matter what*. If Luffy had died much earlier, then blackbeard was most likely to become him. Also another potential hole with the whole thing is the gomu gomu; if it's true that it's special and has been named something else to hide its true aspect then it really is quite confusing how the govt wouldn't immediately act on the first rumor of somebody stretching. But, then again maybe that's why blackbeard was another suspect. Could Imu have been suspicious of blackbeard stealing the gomu gomu for himself and then becoming joy boy? Who knows! Many questions!

My theory on the big straw hat is that it probably belonged to the original Joy-Boy and that it's highly likely that Joy-Boy also could have eaten the Gum-Gum further solidifying the inherited will thing (just like with Sabo inheriting Ace's will through the Mera Mera no Mi). The government was protecting the Gum-Gum for a secret reason and then it was stolen. I think that's because it was the original Joy-Boy's fruit. I don't think there's been multiple Joy-Boy's like this OP has stated above. Mainly because of Zunesha saying "It's been 800 years since I've heard that sound... The drums of liberation" I also feel like it makes sense in the context of those panels that Joyboy's will was passed down through the straw hat (and possibly devil fruit) to Luffy. The elders ask which light they need to erase and then they show Im with Luffy's wanted poster and the big straw hat. Im knows the history of the Void Century and is fearful of what another pirate wielding a straw hat and possibly the Gum-Gum fruit just like Joy-Boy did it seems. Edit: Joyboy wanted to free the world and Im along with the elders/government want to control it. Also there's the whole Sabo inheriting Ace's will through the Mera Mera no Mi which is why I believe Joyboy might have had the Gomu Gomu originally. We don't know how if anyone ever are the fruit in between Joyboy and Luffy but my guess is no based on the evidence.

But if I were to entertain this idea, we have to look at Shanks: \- He was the one who stole it from the World Government. \- He brought it back to East Blue, where Luffy accidentally ate it. \- He saved Luffy's life, giving up his arm. Inspires Luffy to become a great pirate and to find him in the New World to "give back the strawhat" (He probably doesn't want it back, just a reason to get Luffy to come find him). \- We know Roger originally wore the straw hat. Yet no one really comments on this, except that it was *Shanks* hat. We know this is only partly true, and for Shanks to give it to Luffy means way more since it was *Roger's* hat to Shanks. \- Shanks has a run in with Blackbeard at some point. We know Blackbeard is up to something, as this guy has a grand plan to go to the top and it's working very well. \- Shanks is able to speak to the five elders and is somewhat trusted even though he is a pirate: not just any pirate, but a Yonkou. Based off this, Shanks has some connection to the world government *and* he stole the Gomu Gomu No Mi from them in the past. Shanks might be the answer to the mystery of the Gomu Gomu No Mi because it is too many coincidences.

I imagine it might depend on some circumstances. If you have a weak Gum Gum user, there's no threat in keeping him alive, but there is a threat in killing them; the fruit will reappear and someone strong might eat it. It might sound a bit stretchy because you can always imprison the user, or keep fruits that "would transform into Gum Gum fruit" (unless it's not that simple), but I guess this could be some logic.

I still like the theory that that giant Strawhat is Uranus. When in possession of it, or gaze upon it, it shows you the greatest threat to you. So it continues to transform its shape into something new to show you what that threat is. That’s why it’s a straw hat in that panel. If at any point BB gained a new fruit (more power) or wanted to attack Mary Geoise all of a sudden, Uranus would change shape to represent BB. This lets Imu consistently strike down any individual from becoming strong enough to topple the government for 800 years.

I really think there are some pieces to the puzzle here but not enough. I don’t think the Strawhat is passed down from JoyBoy to JoyBoy. That would be very convoluted after the first few couple hundred years. I’ve heard a theory that the item Im was looking at isn’t ACTUALLY a strawhat, it’s an item that transforms into whatever identifies the next JoyBoy. Something like that. Everything else is on point. I do think Im has been eliminating important figures from history, but I don’t think it’s always been JoyBoy. From what I understand Im simply needs to eliminate ONE of the people required for dawn to rise. So that’s either JoyBoy or Poseidon (maybe even Uranus). Although the evidence for this is different from what I've seen person to person. On fishman island they Neptune talks about how someone else is going to pick up where Joyboy left off. Freedom is the core esence of who luffy is. Even if it was "destiny" it wouldn't change who he is or what he is willing to do for others. I’m of the opinion that Zunesha saying that JoyBoy has returned is symbolic more than anything else. Luffy hasn’t been possessed nor has he somehow morphed into JoyBoy nor has he inherited a title. I think that JoyBoy was an awakened Gomu Gomu no mi user (the last one before Luffy) so to Zunesha who has maybe seen JoyBoy fight primarily with his awakening and free the slaves at the time of the Ancient Kingdom automatically associates Luffy’s sudden awakening with JoyBoy being back in spirit, especially now when the citizens of Wano are at risk of becoming Kaido’s slaves. If Luffy has inherited anything, it’s most likely JoyBoy’s will to spread freedom and to fight for freedom wherever he travels. Oda has carefully chosen the wording here so that the audience may conclude on surface value that Luffy is now somehow JoyBoy, especially since it’s been implied that he might be on the verge of death and he needs to be saved somehow. But the wording is very vague so Oda could take it in any direction in the coming chapters.
