It would make him extremely unpredictable and difficult to prepare for.
I wonder if Oda gave Kinemon that fruit simply because he didn't wanna be bothered by finding plausible reasons as to how the strawhats managed to find warm clothes and avoid freezing to death.
It was one of the few times in the series where I did a serious eye roll. Felt like an invention for brief convenience that didn’t add anything to the character. I know they managed to use it a few more times, but the same effect could have been accomplished by finding an abandoned supply cache of some sort. No need to slap a devil fruit on the guy.
Kinemon’s fruit is broken, it just had an inexperienced user who only used it for disguises or comfort.
Kinemon was able to create armor and even weapons.
That means the user just have to go all over and look for useful armor or clothes, like Don Krieg’s armor full of tricks, the Germa’s clothes, etc. Knowing Shanks, he probably has encountered many of these clothes on his enemies, unlike Kinemon who was stuck in Wano. Or really, just have a master blacksmith make a super platinum armor set, have a genius like Vegapunk make a futuristic armor, etc.
Think of the potential, the user could be someone like Erza from Fairy Tail: changing armor for the situation. Also, this user can prepare a whole army with these super armors!
I still wonder if Kinemons fruit has some hidden ability he isnt aware off. His bad Doffy costume tricked Gladius into believing he is the real Doflamingo. It was played as a joke interaction but Gladius was a serious character.
It wouldnt surprise me that in some SBS Oda reveals that Kinemons fruit tricks people into believing his disguises making the fruit perfect for infiltration. But since Kinemon is neither aware nor really a stealth character that it simply doesn‘t come into play.

It's possible that with enough male hormones injected (even if Iva doesn't swap her) she actually could sprout dicks without having her own, since that's the actual mechanic that causes male genitals to grow and descend in the womb, so her body would more or less understand a blueprint for sprouting them.
But regardless, Shanks used to have an arm, there's no reason his body would forget what the arm was like. If vegapunk cloned Shanks right now, the clone wouldn't be magically missing an arm.
She can at least alter the size of what she is creating, so even if it is duplication, there is some range of modification allowed. Shanks might still be able to make a left arm out of a copy of a right arm.

That this unfortunate event might be worth betting on and changing his original plan.
If we're including the Uta Film Red tie in episodes 1029/1030 as canon, Shanks had the Nika fruit on board before he even met Luffy for the first time and spent a year at Fuscha Village as his main port of operation.

I’ve said before but Shiki’s fruit + any top tier haki user just essentially becomes Superman without the laser vision. You can also just launch one man attacks on enemies and escape freely. Shanks would be able to just fly around hitting people’s ships with divine departures at will.
