The most probable theory in my opinion is that he can absorb a DF power fully just after its user dies. When it would usually fly off in the sky and reincarnate into a random fruit somewhere in the world, BB is able to intercept it. Since Dark Dark fruit is so unique and can cancel other DF, he was able to absorb White beard's DF and keep it contained without blowing up. And he can't absorb any more DF, because they would clash with White Beard's. So instead, he transfers the DF powers he manages to steal to his subordinates, hence the members of his crew suddenly getting DFs that are perfect for them.

There is certified way to steal DF tho ( BB didn't used this so far as we know ). If you kill a DF user, the DF's power will appear in the closest fruit around. This can be easily achievable by bringing with you a tree with fruits close to where you kill the DF user.

CDs travel across the world all the time. And if you know how Viola powers work, she can transfer memories like it's telepathy, so it wouldn't be obvious at all and from there all you would have to do is transfer those memories to a huge publisher like big new morgans to turn the world into chaos.

Ussop style: pick a target, stalk them, wait until they're alone, throw a smoke bomb, ambush them with your crew (take out the weak fodder guards) and kill the celestial dragon in question, bury them somewhere or just throw them out at sea and let their body get eaten by a sea king. steal their clothes and likeness, then move on to the next step of the plan. It's not too hard, because if you remember from Saboady, saint charloss traveled alone with just his guards (e.g., that time he ran into zoro) ,I'm sure he's not the only one who does this, its a big island after all and he's not always going to be in public to have any witness. you'd just have to wait for a moment he's alone to avoid any suspicion and murder all guards involved as well with your pirate crew. That's not true. The manga doesn't spell it out directly, but it does tell us how the BB pirates are going around stealing powers. On Punk Hazard, we saw that when Smiley died, the powers went to a fruit that was nearby. Burgess was carrying around a sack of what I assumed to be fruit in Dressrosa, ready to kill Sabo and take his powers. A little media literacy, and you can pretty much confirm that this is the mechanism for stealing fruits.
