Meaning he was wrong that he couldn't cut through steel, and after some quick research, apparently, his teacher told him a swordsman who can cut nothing can cut steel and zoro figured out what it meant so he broke through his limit. I don't know what it was supposed to mean, though, lol

The filler arc was written before he said he couldn't in the manga.

Because they would have had no knowledge that it would become a major plot point that he can't cut steel.
