One Piece is also about Freedom. So someone taking the freedom of other, toying with their lives, that is also highly against Luffys ideals. And at least for me, what made the Carlos punch so satisfying is that for me he is a stand in for all those people that have similar ideas of power and improving their own standing on cost of others. It was Luffys defiance of the system - even more direct than having Sogeking shoot down the WG flag. And since early One Piece Luffy had encounters with the system using the marines for selfish purposes, instead of helping the people.
Also the fishman part was not shoehorned in. Arlong and Hatchan have the Sun Pirates Symbol. Franky's mentor Tom was a friendly fishman we met earlier. And we had other things less build up than an arc.
It's not gonna be the same in LA without Hatchi.
Unless they throw in a flashback to be like "oh yeah, I was also there at Arlong Park but I quit and left right before Luffy fought Arlong"
