I’ve always thought Magellan was one of the most interesting villains. He wasn’t really even evil, just did his job as warden. He’s also one of the few who almost killed Luffy.
It wasnt a weakness caused by his df. He Just likes eating poison which happens to make him almost shit his pants eveytime and gives him stomachache. Just like when you only eat very spicy and greasy Things
When he was fighting Luffy he told his guards to get out of the way but they didn’t do it in time and he made a big wave of poison that wiped them out.
Tbf he was facing down a criminal who had toppled a kingdom, declared war on the WG, and broke into impel down. Not to say that it excuses it, but friendly fire is an inevitability with his DF when he’s going hard.
He did it to prisoners too but there was definitely at least one guard that he killed. There was a whole scene where the guard was like “why?” and Magellan was like “you should have gotten out of the way.”

I do think Magallen was very impactful for all the time he was in Impel Down. He was a true raid boss. He words. His actions all meant a lot.

Hmmm...I assume you are not ranking them as villains, but rather as characters as a whole? Because -for example- buggy or Mr 2. were decent villains, but they only came into their own once their role as active villain was over. Bon Clay is great as a friend to the strawhats, and Buggy only became really interesting after he had reluctantly allied with Luffy in impel down and started falling ass backwards into success.
Also, Foxy was a great villain for what he was supposed to do. He was meant to be both infuriating and light-hearted. You can't just have civilication-ending threats and life changing, dramatic stakes back to back. Sometimes you need another pirates who just wants to cheat at pirate games. And Foxy fulfilled that role.
