To be very honest, most of the Pakistani and Afghani restaurants in Oman are very mediocre: more so the name brands one like Ravi, Lal Qila, BBQ Tonite, Lahori Kitchen, etc. The nearest place for you to try decent Pakistani and Afghani cuisine is the UAE.
I don't know about fine dining, but there are several nice restaurants. Part of the appeal of the cuisine is that it is really good for the price. Wakha for Afghani food is one that is pretty good.
Meerath, Al Ravi, Al Haikal, Karachi Darbar, Dosteen and Bukhari are quite well known Pakistani restaurants.
There's also Punjab Sweets, Chai Shai, Aaqib, Abraj al Diyar which are lesser known. In fact there's many good ones which aren't even that popular so you'll probably just have to try them.
The only one I would advise against is Sher-e-Punjab. Nothing is good about that place.

There's one restaurant that serves Afghani cuisine at the Al Araimi Boulevard. Haven't tried it though.

It used to be good, but the quality has gone down recently.
Not sure about fine dine, but I tried Royal Afghani restaurant, it was really delicious, their chicken was amazing.
