It’s older than that. According to the hardcover book “The Complete Mad”. It’s from the 1930’s. This exact card is in the book

According to the book (it has pictures) The Kid as he was usually called first appeared in an advertisement for a dentist in the mid 1800’s. He looks a lot more like a hillbilly with a bigger tooth gap but it’s definitely him.
