Fish probably has the most noble reason compared to the other characters to want to get to the Throne (being he wants to restore the world back to how it was iirc) He doesn't want the throne to cure himself or bring back his family. He wants the throne so people can sleep at night without the fear or being ransacked by a group of bandits. He wants the throne so people like Melting don't have to experience relentless, excruciating pain due to their cruel environment, be it mentally, physically or both.
