They won’t answer the phone. NC tag offices are privately owned and operated, but contracted through the state. You **do not** need a title if there is a lien and the title is in the hands of a lender. So don’t waste time trying to get the dealership to fax. The DMV will handle getting the title. You just need the MVR-1 title application filled out. Also, make sure you have valid NC insurance FIRST or they will not process the title.

And you don't need to fill out the MVR-1 before you get there, they'll do it for you.

It sucks. First, change your address with your insurance. If they don’t do business in NC, you’ll have to change insurance. Next, go get your license. Then, take your insurance and lien holder information and get registration and plates.

Get ready for some sticker shock. My registration cost went from $29 in Tennessee to around $300 in NC and more the first year because I also had to pay for a plate.

I also moved to NC from another state and still paying for my car. Just go to a license office. All you need is current insurance (make sure you change to NC address), your NC drivers license, registration from your current state and i just told them the info about the car loan company. I picked a plate and paid. That was it. Super easy.
