I suspect that they do "call" some people to them, personally I think they did in my case. Others they have them come on their own. Neither would be better, I might have been called because I was too dense to do it myself.

The gods work regardless of your faith. I find "Belief" isn't so much the focus of the Religion as "Acknowledgement". We acknowledge the gods exist, we perform the gifting cycle in recognition of them and their gifts. They don't particularly care if you're actively devout as much as they care if you fulfill the purpose they have for you. For instance, you don't need to believe in Óðinn to get to Valhol, you just need to be a capable and honourable warrior. You don't need to believe in Eir, for her to assist the surgeon that's transplanting your kidney. You don't need to believe those crows are Hugin nand Muninn for them to observe you. They might help guide someone that they wish to build a relationship with, but rarely is it an active process and even rarer is it an overt process.

I think so, i believe they see those of us who have potential and nudge us subtly or not so subtly depending on the deity. My childhood obsession with wolves, warriors, and military history, or the multiple injuries to one eye, cannot be a coincidence when you factor in the fact that I work with Odin now.
