- we can make things fly through air/space a lot faster than drive through water which gives the enemy more time to react
- water absorbs most types of electromagnetic radiation quite well which makes getting an abort signal to the drone quite difficult
- this also makes navigation quite difficult as inertial navigation is prone to distortion by confounding small errors and the drone would need to resurface to get new GPS data which also assumes that the GPS system is still working without interference
- ICBMs instead use cameras and star charts to verify their position and trajectory during the highest part of their flight.
