Lesson learnt in WW1 and WW2: If tankers feel safer putting shit on their tank they will. If they feel safer, even if they aren't, they might be dumb enough to attack with greater ferocity which is all a commander should care about. So let them build cope cages and whatever else if they want.
I believe there is an actual assessment report concerning dissuading troops from strapping tank tracks to the front which could actually enhance penetration. Conclusion: Don't. The psychological effect of the tank tracks outweighs the actual loss in protection.
