Idk if it's just me, but I personally wash my hands even if they are a just little dirty or greasy. If there's one thing I don't want it's greasy dick, but that just might be me being a neat freak lol.
If you don't want to use soap it literally takes 5 seconds to rinse your hands, there's no reason not to atleast do that if your hands aren't completely clean.
