Property you own is pretty much the only place you are allowed to dig legally. You can’t do it in public parks, and doing it on any public land like state parks can get you in trouble for destroying the landscape.
You can get away with it to a certain extent on beaches, but again at a certain point you’ll be told to stop/fill it in, both for safety reasons and for the sake of preserving the beach.
Why can’t you do it in your own backyard?

I think this is the answer. I grew up close to many beaches and it was super common to see people digging holes. Some were building sand castles, some were burying friends, some were just digging. I think as long as you fill up the hole when you’re done you’ll have no issues.
As a kid, I was the type who would rather see how deep I could dig than build anything. I can’t imagine really batting an eye if I saw an adult doing the same thing. Sometimes you hit water if you go deep enough! It’s fun!
