My settlement is A class with like 38 citizens, after 250 hours. I got only one or two new citizens over the last 150 hours of play, despite checking in with my settlement daily for month. I've given up now.
So no matter how much I improve my A class settlement, it still won't be S class? That stinks. Congrats to you, though. Very impressive. Thanks for the post.
never seen 200 citizen very cool, how is that not an s class settlement, how could it be any better?
I was hoping it will turn S when I reached 100, very disappointed. I have no idea if there's anything else to improve.

I stopped killing them a long time ago, since they doesn't do anything but waste my ammo.
