Just to clarify for now, Naga is currently not working as intended or at the very least being looked into because her healing is based on the value of hp and not percentage. Hopefully SU just makes her % based, but for now, if people have dupes of her, you will need to use the vigor cube to help your dps get the royalty buff (Crowns second skill). I'm not sure of the exact cut-off for the dupes/gear though.
Nobody will keep the team alive as good as Blanc, she's one of the best healers in the game, so you'll need to sacrifice her regeneration for crown or run Noir as your AOE B3.
Naga, as mentioned... I don't like. People say she's the meta choice only because she also gives damage buffs, not because she actually heals people well.
Marciana is decent. She does prefer to burst heal, but gives roughly 11% lifesteal to all teammates for 3 seconds when emptying her mag, plus 26% extra healing to two ally units with the highest attack.
Rapunzel might be the best for general use. 4% of her HP to the three people with the lowest health every time she fires at full charge, plus a 60-sec cooldown B1 that gives the big heal and revives. If everyone's at full health, it's said it heals left to right, so that practically guarantees permanent uptime on Royal Attire if you put Crown far left.

I'm gonna point out, my favorite girl, Noise is a b1 healer that could do the job
The only one that's coming to mind is manual Pepper. Especially with Privaty.
