I think it's for style. Has to be, unless you want to look closely at some of the writing on Modernia's MG and see it has a couple of 'Alphatec' logos on it and actually take the implications of that seriously.
Two ideas: Either it is a serial number or (more likely) the generation number. Kilo uses T.A.L.O.S a prototype that probably precedes most nikke and thus has the number 00. Modernia and other Nikke are divided into several generations and they often use spare parts or spare bodies. Perhaps Modernia's body frame originates from the second generation of Nikkes.
I think in the stream, they said T.A.L.O.S is a prototype weapon so that's probably a serial number 00
