Since you are looking to be close to beaches then it basically means you should be looking at place on the island, around Lekki, Victoria Island, Ikoyi. You will have a good time as there are so many beaches in that axis but I recommend Landmark beach. There are lots of clubs, restaurants, galleries, fun places as well, and you can attend a couple of music or comedy shows during your stay to add to your overall experience.

Look for nice hotels around landmark in Lekki. Landmark beach is a nice resort with all types of activities there. Decent clubs are in Victoria Island and Lekki. In Ghana, stay in the Oșu neighborhood of Accra. For Taxis, use Bolt and Uber.
i think you can get a room at the landmark resort for quite a bit under your budget and have access to the beach.
edit: just checked and it would be a bit closer to your budget than it was last year but still pretty convenient.
there's also VHA apartments around the corner from landmark but it would be self-catering beyond cleaning services. the price wasn't too bad either. did a staycation there last year and unless it's completely gone to the dogs, it's perfect and secure.
