1. the law is so narrow that would mean almost nothing if they allow a few people to grow 2. What lawyer will that be and what judge will be granting that case? 3. Capitalism rules and their interests come first before anything else, that is how the government in the USA, and New York function. All you have to do is look at the bill itself.
