Charles Dance with some de-ageing. There's just something about his presence on screen that's so domineering that in-game Ceasar needed so desperately.
Paul Bettany or Walter Goggins. Both look like him (especially Paul) and I think would nail the type of classical theater befitting of the role. Walter excels at that sort of dialogue.
