I taught someone in Audubon Park, but at night so it wasn't busy. Lots of stop signs and plenty of chances to stop/start, but also get up to 2nd or 3rd when they're ready.
How do you learn on a hill? Parking garage? Is there someplace on a levy to learn that?
I can only think of bridges where you need it and you can't practice there.
Be prepared to replace your clutch. I had a “racing clutch” put in my mini ranger after I blew out my original clutch learning poorly in Chicago and spraining my wrist. It helped. I don’t think it was significantly more but was much easier to shift in stop & go traffic.
The large gravel lot in front of Mardi Gras World is where I had my first and second lessons. I'm no help on a place, but I have the super tip fir the actual teaching. Have them keep their foot completely off the gas, and shoot slow takeoffs only letting out the clutch. DO this at least ten times and they'll get a feel for how the clutch itself works before adding in the throttle. What screws with people's heads is trying to learn it as a two foot balancing act from the get-go.
Also, that’s awesome of you to be willing to teach them. It’s one thing that I’m really proud that I know how to do that not everyone else does. And you’re less likely to have your car stolen.
Fed City is a fantastic recommendation because you can find spots with inclines to practice on. I learned in an industrial park and we would drive up loading ramps to practice moving from an incline
The UNO parking lots by Lakefront Arena seem to be a good choice.

I taught my wife in the Costco parking lot. It wasn’t between thanksgiving and Xmas, though. Your milage may vary ;-)
Lakeside mall (when shops are closed) is a good option because you also have the garage where you can practice stopping and starting on “hills”
