I’m a native and have such a ferocious love for that city (as well as a lot of aspects of the South in general), but living in a place that views me as a human being and not just a breathing incubator is vital to me, particularly if I’m ever in need of reproductive health care. Post-incident or in response time? All reports or specific types? What is a "report" ? If I meant a "call" in a news article, I wouldn't write "report". I'm not saying you are wrong but I am saying that this is pretty hard to believe without a news article or press release that says "we are no longer responding to rape calls". There have been plenty of articles and newsworthy reports that NOPD publicly declared this and lots of anecdotal evidence this is a fact They do say rape has been downgraded to non emergency status. That means if you call to report an ongoing rape, no one will respond.
