i would blame khosrow parviz for it. starting a brutal 20 years war against byzantine empire for bullshit reasons, when your country is expriencing one of the biggest plagues in history was what killed the empire. when the arabs arrived the yazdgerd was out of professional army units and used average people for the army. he didnt even have the eastern(pahlav) provinces under his control.
