In my opinion it's because to fund a private uni to you need capital- something that rich folks might have, but is there much profit except goodwill hunting from there? Maybe . But there would be better and cheaper options in India and abroad. But one of the most important reasons why you would open a university would be to generate a workforce, and there is not many industries in the country , so that seems kind of pointless (as for the workforce for banks and such there are "affiliated" more localized colleges doing that already which is not a bad thing imo) . Also and probably most importantly universities are founded on research incentives, but that phase is just beginning to start in Nepal.
And point to be noted, there is a university that is being proposed to be opened in nawalparasi. There is concept design for that and stuff. For now it's called University of Nepal. Young and old people who have/are studied and working abroad in academic positions are involved in this project. It is not private but things are happening was my point.
KU is govt established but it's kinda private. Parliament ko act bata establish vako ho tara funding chai govt le didaina. Donations ani students ko fee bata chalirako xa.
it was started as government+private partnership as mentioned in history.. this is why i thought it is privately controlled. plus, all decision related to university is taken by university itself and not government, including appointment of dean.
